Mission Development

Proposal Development

A team comprised of a large engineering and construction company, a hardware manufacturer, and an overseas industrial conglomerate retained OAC to provide high level consultation on the mission, organizational structure, and focus of a proposed company to operate a large facility for the Federal Government. OAC provided philosophical guidance, training in mission methodology, and direct proposal preparation functions for this very large effort.

Program Proposal Preparation

OAC was retained as part of a team to prepare a proposal for the creation of a new company to manage a large testing facility. OAC assisted in the creation of the "one company" bidding strategy and the integration of activities not only on a physical location basis but also on a functional basis, introduced and developed the training and productivity functions, and provided guidelines for integration of the remaining business sectors. The strategy was successful with the client being chosen as the winner in the bidding process.

Management Consulting

An Internal Management Report brought forward several items of concern. The issues were primarily concerned with management actions and established policies and procedures relating to functional responsibilities and interactions. A series of tasks was under taken to define the documented responsibilities of the affected organizational departments and where they overlapped or were in conflict. Additional information was gathered during a peer group review task where five other organizations of similar size and configuration were studied. Finally a definition of suitable operating parameters was established for each of the groups that assured non-conflicting responsibilities, definite charter and responsibilities, and measures of performance.

Maintenance Program Restructuring

The maintenance program at an operating plant was performed by a permanent maintenance department staff and a support staff provided by corporate. A review of the effort and organization was performed to increase the effectiveness of the maintenance effort. This included the electrical and mechanical groups and their interactions and shared responsibilities and interfaces with the I&C Department and other division personnel assigned to maintenance activities. The effort included review of procedures, extensive interviews with staff at all levels, review of the planning and record-keeping processes, and assessment of the interfaces with other groups on site. Recommendations were provided that identified actions for management, both long and short-term plans of action, and a methodology for assessing the future effectiveness of the organization.

Management Assessments of Operating Contractors

The DOE initiated an effort with OAC to develop an assessment methodology that could be used to evaluate its operating contractors at the thirty some odd sites for which DOE was responsible around the country. A methodology document was prepared and used to provide a review of management at a National Laboratory. An eleven-person team was used for which OAC staff provided the Corporate and Laboratory evaluations, the top two of seven areas of evaluation. The effort and methodology were quite successful.
